If that number is correct, it's hard to see how they couldn't allocate enough heads to be able to plan for stuff like this.

I hate that name, Homeland. It's the same as Fatherland and Motherland. Joining two words together to try to add there connotations and emotional responses. Making it harder to criticize the large blundering waste of tax money.

No, the article is long but full of shit. Federal forces need to be invited in by the governor. Otherwise it is an extra-
constitutional invasion. They were ready but not able to enter without the governor's consent, which was not forthcoming.

What it really comes down to is they should have built the levies stronger. Originally the plan was to build them to be able to handle a class 5 hurricane. Some environmentalist group (that wanted to protect shrimp and other sea life) got in the way and the levies werent built until about 20 year later and were only able to withstand a class 3 hurricane. In the early and mid 1900's New Orleans was nearly wiped out by 2 class three hurricanes.... my point... the problem could have been solved if people in the US did things right the first time.

No one would have needed help if we stuck with the original plan.

Er.... sorry, im not disputing that, I am just saying it sucks that we didnt do it right the first time. People died for no reason.
