The CANDU reactor design can help with a lot of the concerns about nuclear plants. It uses unrefined fuel, is the most efficient design (the most important part, I would think, is efficiency), and has little downtime.

--Nuke the rods of Natural Uranium for their money's worth
--Place the sealed rods in a Nuclear Waste capsule and dispose of it
Wow. No hazardous/expensive Uranium enrichment and recovery and still the highest efficiency. It's sealed in its low-risk state and this seal is never broken, trapping all radioisotopes inside. The minute a meltdown occurs, it stops itself due to change in reactor core geometry.
The CANDU, if taken to the 21th century, looks like an ideal blueprint for a fission plant.

Now there is one major concern with the CANDU design: it can be very efficient at producing plutonium (which of course would still need to be enriched for weapons use).
With other reactor designs you have to take the WHOLE reactor offline to refuel it or get access to the fuel assembly. When you are producing plutonium you want to get at the fuel QUITE often so you can extract the plutonium before it degrades into something else. With the CANDU design you never have to take the reactor offline - you can individually take out the fuel rods and replace them without ever shutting the thing down. That makes it pretty easy to produce plutonium.
All CANDU reactors sold worldwide have heavy restrictions placed on them and are monitored regularly to ensure they are not being used for plutonium or weapons production.

In the right hands that's a major plus. After all Plutonium is as potent a fission fuel as they come (10.000 tons of coal a kilo) and its T 1/2 is in the order of 27.000 years or so. A pure-plutonium reactor can be as small as a van, like the ones in nuke subs, and they likely will deliver primarty energy to the Mars Colony.
Too bad the rogue nationsd and terrorists suck. It's Sept 11 after all.
