Some people may already be heeding the mayor's message. After surviving for days in New Orleans, Johnnie Lee MacGuire finally accepted an offer to evacuate.
"It's too filthy. Look at that ? the fish is dead, you got dead dogs, you got dead people around there," the 66-year-old said.

I'm giving these people who refused a lift out of flood waters the benefit of just being in denial. That's a normal part of the shock phase experienced after something like that.
Others are waiting for information to come before they can even realize just how bad it is. They don't have television without power to be watching the extent of what happened or to be hearing the assessments for recovery.
For the first 3 days after hurricane Marilyn, I had goofy ideas about staying thinking things would get back to normal soon, because I WANTED to believe that and for it to be so.
By day 4 and hearing we'd be out of power and phone service for more like at least 6 months not 6 weeks was the straw that broke my back. I came to my senses and headed for the army planes taking people off the island.
It's just a normal part of the shock and the denial you go into not wanting to accept what has happened and what worse is yet to come before it starts getting better.
It's hard to believe so much can be damaged and removed from you overnight. The mind has a lot to process and it takes some time.
It takes a lot to come to terms and grips with facing the fact that life as you knew it is GONE.
When they miss their hot showers and get sick of the stench and mosquitoes, destruction everywhere you lay your eyes and being met with sad and distraught faces everyday, they'll come out of there.

Yes it is, but they'll come out of it when the shock wears off and they face having to let go. Some will remian stubborn and stay because if they don't have their home and life the way it was, they probably don't want to live anymore and don't care if they die there.
