Really, it's time the U S of A became just that, not an umbrella gov't running the show, but the states using their power to voice the will of the people. This makes me really happy.

right on... our state governments need to do this more often than they do. Sometimes it seems they've forgoten they don't have to agree with the fedral gov.

I'm glad this is happening but they are waiting 10 years to begin, then 15 years to reduce from there. This needs to be done asap. But it is a beginning and maybe more will catch on to it.

This is good news, good to know the states are taking some initiative. On another note, I hate how they throw a Pataki pitch in at the end of the article. Nobody who is reading this is interested in Pataki or his political aspirations. He sucks majorly anyway. WTF.
