Vita-light, 20w or 40w for a 16" X 31" terrarium ?

Hi!
I have just bought 2 24" 20w vita-light (91 cri, 5500k) tube. I need to buy the modulate to put them in. Am i'm better with a single tube modulate, or with double one for a 16" X 31" terrarium ? I know that light is not very important exept for pinning but i'll don't have any other light source so I bought good stuff. So, 20w or 40w for my fruiting chamber !? They have a 10000 hours waranty so i don't care to keep one "just in case". Thanks!

any standard flourescent is suitable, it doesnt require any specific spectrum although blue is a little better for pinning
