operating procedures for electric PC

hey folks. i've got an electric all-american 25x pressure cooker without operating instructions (and i could not locate any online).
1) water level: i know i'm supposed to cover the heating element on the bottom with water, but how far above? is there supposed to be water in basket?
2) operation: i close the valve and turn the knob all the way to high. once it reaches correct temp/pressure, i lower the knob to lowest setting, yet the temperature continues to rise. how do i level it off and prevent it from exploding?

1. Add water until it is just below the insert.
2. Do not turn to high all the way up. You are heating it up to fast.
Turn on high - until you see the gauge begin to move up to 4 or 5 lbs.
Then turn down & let the gauge crawl up slower.
The higher the gauge goes up, the lower you adjust knob until you reach 15 psi & it stays there.
Top toggle is set to release steam pressure at close to 24 psi, so it will not blow up. It will WHISTLE at you loudly - its getting to HOT
Does yours have two (2) toggle steam release valves on the lid?
Or, one steam release toggle & a pop off valve.

i guess i was heating it up too fast even though i started off on the low setting. it took about 1hr 20 mins to reach 15psi with cold tap water. once i did reach 15psi and lowered the temp setting to lowest, it continued to rise, so i released some pressure. on the lowest setting with pressure released, it continued to rise so i had to turn it off to keep temps level.

is it okay to start off with boiled water from a kettle, and lowest temp setting on the pc? otherwise i'd imagine it could take up to 3 hours just to get to 15psi.

INSERT = inner basket.
POP-OFF is a secondary safety feature - in case the toggle pressure release fails. POP-OFF -----WILL POP-OFF with a sound somewhat like a 357 magnum. 
Sadly, it sounds like your THERMOSTAT is BAD
I would wager it is shorted & is on HIGH - ALL THE TIME.
My 925X heats up perfectly, by setting on high - until the pressure guage goes up to 5 or 6 psi, then I adjust it down a little & allow the psi guage to keep climbing up to the 15/18 psi area. Then, I simply adjust it down - a little more - so it will hold a STEADY 15 to 18 psi.
You can web-surf around for a better price. But, a new thermostat isn't cheap . You are going to PUKE when you see the price.

hmm. that sucks if it's true 
if i decide not to replace it, could i take out the heating element and plastic controls and put it on the stove?

okay, and as a resort to not putting it on the stove, do you think it would be possible to use an external voltage control unit?

It might be possible to rig an external control. But, you might be making something that may not work - either. Or, if it does - somewhat - it may be DANGEROUS to the health of the pop-off - toggle pressure relief valves, or you.
If you cannot afford a new thermostat (right now)?
I would speculate if you removed all the electrical parts & housing.
Then carefully measured the holes & pot wall thickness (or took it with you), you could make a trip to True-Value or Ace hardware & find high strength bolts, nuts & washers that fit snugly.
Those, a good socket set and a bit of Permatex high-temp RTV silicone gasket maker (think auto-parts store) should do the trick - to convert it into a stove top AA 925.
BUT.....WARNING..... don't skimp on those parts. Get the best possible & install them in a professional manner. Otherwise - you could be building a pop-off blower, or a bomb.
