I have a few pedros ranging in size from about 8" to about 15". I was wondering approximately when to they start to flower and start shootin out pups? THanks in advance.

It depends if they are from seed, or if they are cuttings from another plant. You can usually tell this by if the plant is already fat at the base with mature looking spines then its probably a cutting, whereas if its thinner at the base with closer together spine sets its probably from seed.
If they are healthy, a plant from a cutting can start shooting out pups from about 1 foot and onwards, although sometimes not till its 3-4 foot high.
Pretty much all of the san pedros I've seen flower have been at least 4-6 feet high, or at least 5-6 years old. If from seed I'd imagine it'd take a good 10 years before flowering, unless it was under super good conditions.

Most cacti will also start to pup when put under stress. It's a natural security to insure survival of the species.
