Because thats nature, where the horse poo doesnt need to be leached and dried in the sun before anything will grow on that, at that point the dense nuggets of dry horse poo are poor for mushrooms to grow in the wild, cow manure doesnt have the same draw back, so it can be used immediatly. I can top nature and fields of bovine poo, with horse poo in my artificial environment.
