well the problem with putting it at the top would be that the co2 wouldn't be able to get out. all the co2 sinks to the bottom, therefore i think you would still have to fan.
maybe you could put some holes just above the perlite level and stuff them with polyfil, that would also allow you to get air exchange while allowing the co2 to be released out.
as far as humidity it would decrease somewhat requiring you to do some misting to keep the rh up. if that is too much then maybe you should rethink your hobbies. it does take some attention to get the goods.

either Tyvek, or pollyfil will work, but the vents should be near the bottom of the jug, just above the perlite. to allows co2 to escape.
