Would it be advisable to buy a heating pad of some sort in order to help out with the colonization phase? / Where is a good location for the unheated jars to maintain the steady needed temps?

Put them in a small cardboard box on top of the fridge. The warmth from the fridge works good. The box is to keep them in the dark. GL!

A closet at room temperature is fine too... as long as the ambient air is between 70 and 80F the jars will do fine...

build an incubator...do a search for a TIT incubator.
and keep your incubation temp in the 81 degree F. range and your jars will colonize faster.

casing would... but decide for youself... check out some threads on casing and some on cakes and you'll see the difference
