making a website

Its been a few years since I changed my major from EE. I really have lost touch with computer related things. Anyways, I've finally got a website hosted, and want to make a website. I really don't know much about what goes into building a website, and what has happened since reading a HTML book 6 years ago. I want the site to look nice, but I also don't want to spend a lot of time and effort, because I'm pretty busy.

I've seen sites where its broken down to different sections like news and the latest forum posts, and its just constantly updated on the main page. I can't think of a really good example, but I found one sorta like it on google. www.coffeegeek.com

1. just new reviews being automatically added to the webpage of whats happeneing in the forum. I've got invision power board running already, so how would I go about doing that?

2. I like the scrolling menu on the left side like at www.stjohnrestaurant.co.uk or www.stjohnbreadandwine.com(both sites were down at the time of posting, it might work later)

3. lastly, I plan on putting a bunch of pictures on the website, but I don't want people just yanking it for their personal use. I also don't want to put a huge "property of blah blah blah" across every picture. I think I remember back in the day posting pictures in a java applett so you couldn't right click and save the picture. I also don't want something complicated like a shockwave video for each one.

go to sourceforge and search "CMS". there are tons of php/mysql types of sites that would work great for this.
