Is this overlay and if so what should I do? If it is not overlay should I just keep it in the fruiting chamber to initiate pinning? This is my first grow experience if you couldn't tell

Is what you'll want to do is, cover the colonized part of the casing layer with new casing material at field capacity moisture content. That's if there are no knots forming yet. This will allow the rest of the colony to catch up. You want what you've got there, but evenly on the casing layer. This will allow you to achieve a more even pin set. The process is called patching the casing layer.

I find it easier to patch with a dry (or drier) mix and then mist it. I'm not sure about potting soil, but most casing mixes I've used were easier to sprinkie on evenly when they aren't so wet.
Speaking of, next time don't use just potting soil. Use jiffy-mix if you want something ready to go, or use 50/50+ tek in the archives. I personally like a 50-50 mix of peat-verm with 10% of the peat volume in blended oyster shell (get oyster shell at a pet store in the bird section and blend in a blender to powder).
Also, not sure if you want to do it your first time, but I find that rather than patching, a light scratch will work wonders for giving an even and prolific pin set. Basicly you just take a fork, flame sterilize it or wipe it good with alcy, when cool/dry you mix up just the top of the casing layer. Don't mix it down to the substrate, just mix up that casing layer, mixing the colonized parts with the uncolonized parts. It should recover in about 24-48 hours and then it can be initiated.
Also, yes that is overlay, but don't worry about it too much if it happens even after you patch or scratch. 90% of the casings you see pictures of on this board have overlay.

First off the casing mix does not have a very good texure. You are looking for something more fluffy. I would add about 50% coarse vermiculite next time if you elect to use that same soil.
Secondly, I do not like patching at all. Rather I recommend a light scratch. The best time for a light scratch is right before you set the casing to the fruiting chamber. A light scratch involves mixing the uncolonized parts with the overlaid parts in a mix up down to about the depth of the uncolonized parts (do NOT scratch all the way down to the substrate). The final mix is evenly spread over the surface. This will ensure an even pinset provided the casing mix is good and the mycelium strong. Here are examples of what a light scratch has done for me:

to me it looks like overlay. dead myc is sitting on top of your casing because your casing looks very dry. potting soil doesnt make for a good casing. try a casing mix of 45 peat moss /45 verm /10 coir to give your colonized substrate the moisture and nutrients it needs. if you do get pins, they will probably grow into aborts and have an overall weak pin set. i hope im wrong though.
