I must say that infowar thing looks pretty convincing BUT it could also be just artefacts from a crappy CCTV camera. This is a still image from a camera which takes a lot of images per second. It could be that the still is just a combo of two images. One where the hand/head was in front of the railing, the other not.
Or something like that. I'm no specialist.

Actually, it seems the picture wasn't doctored.
If you look closely at the original picture you can see the outline of the man in the back fairly clearly. I've outlined the farthest to the right his body goes. His arm is up and so the yellow outlines his arm as he's apparently holding something in front of him with both hands. There is an object behind him which is *behind* the railing, that could be mistaken for part of his body. I outlined the side of that object, probably a trash bin or a newspaper dispenser, in red. I don't know about the top bar going through his head. I think it's just a fluke that this particular screen cap looks like that. He's probably wearing glasses, and the light is reflecting up to them from the puddles of water down to his left.
