I have no idea what the solubility of a given organic compound is, but even if it were less than 1%, that would be like 1-3 grams in a "normal" sized cup of tea, not that I have a clue what is normal for mushroom tea. Again, I don't know what the LD50 is for a given organic compound, but 1-3g of a random organic compound could be dangerous.
I think our friend is referring to dissolving a crude psilocybin product into hot water, filtering, chilling and collecting the crystalline Psilocybin. That at least has my interest!
I'm sorry, all I know is that Psilocybin is sol in 20 parts boiling water and that its (much) less sol in chilled water. Shulgin mentions recrystallisation from water as a viable way to obtain pure crystalline Psilocybin.
If you're worried about tea not holding enough you can put your worries to rest.
