Question(s) concerning the tit setup, i'm about to put it together

i have rooms in my house with variable temps throughout the day. my room is usually at a constant 74-79, except this past week it's been up in the low 80's which is why i haven't had to set up the incubator yet. but it's going to remain colder for awhile, so i'm going to put it together tonight. my basement is low 60's, the rest of my house is probably low 70's.
where would it be best to put the incubator? would it be best to put it in a room as close to the desired temp as possible? it makes sense but i thought that that might interfer with the heater - if it gets above 82 degress in that room, which it will, what will happen to the heater then? will it shut off automatically?
this is the heater i've got, i had posted the pic before in here...
also, one more thing, i'm a bit concerned the suction cups on the bottom of the heater won't stay put to the bin, should i even concern myself with this? because if it comes loose i won't know, and i'd imagine it would melt the bottom plastic of the top bin, right?
i was thinking about putting two jars on each side of the heater so if it does come lose, it will float up into the top of the jars, you think that's playing it safe? i'm not sure if the jars would fit beneath the heater though once it's sucktioned to the bin. i'll have to play around with it.
but yea, main question besides that, what room temp would be the best?

also i don't think placement is such a factor...once the temp is adjusted properly on the heater it just stays there
make sure that heater is fully submersible

yes it will just stay off til the temp drops back down... then the thermostat will kick in and turn it back on again.
I'd keep the incubator in the warmer room...that way its not going to be turning on as much...and you will save some money on electricity.

i had questioned on here before the submersibility, roadkill had said he used the same one, so i'll accept his offering as truth. it does say submersible on the side, but yea i'm always sketicle.
i just sucktioned the heater to the bottom of the bin, and i hadn't realized how well it did this. i actually had trouble getting it off, so i'm pretty confident it'll stay.
i'm goingg to keep it in my room, heater won't have to work as much then

was thinking the same thing, makes sense. i just remember when i had an aquarium up there, the heater would sometimes shut off and not go back on until i manually did it, fish would die and jump out and it was an ordeal. it was a shitty heater though, this one will be fine.
thx for the input guys

***Speak of the Devil...and he shows up!~***
yes I use the tronic brand...and the Ebo Jagar brand...and the Stealth brand.
I used to have 8 incubators going all the time.
4 of them had tronic brand heaters just like yours.
Now I only use 2 incubators...on a regular basis.
