humidity gauge reads 95+ but no condensation?

my friend has a cool mist humidified chamber, and when he puts the gauge in, it shows 95% or higher, but there is no condensation and it never has that thick, humid feeling inside like when he used to use the ultrasonic.

should he trust the gauge?

Guage aside, I'd trust the ultrasonic over a cool mist. Change back.
