I am leaning towards gimmicky, cool, and open to everyone.
Here are some more ideas I thought of:
I have a picture in my head of a cool bar. There would be a really nice big screen TV that would be in a "movie area". There would be big bean bags for people to lay about on. I would have a huge wall of DVD's for people to pick a movie from. Movies (or sports games) would be playing on the thing pretty much all of the time.
I would have cool samurai weapons (like swords and sai's) on the wall. I would have some bonsai trees and shit. I would have one of those really big lava lamps that you can buy (they are several thousand dollars and they are about 4 feet tall).
I would have a shitload of different kinds of beers and liquors. It would be an "alcohol connisseur" place that sold the normal stuff that everyone drinks, but that also sold weird stuff.

How difficult and expensive is it to get a liquor license?
Applying for one is easy and cheap. The problem is that there are only a limited number of slots in any geographic area. New ones are periodically issued by lottery, but there are a zillion applicants for each. This works similarly to how taxis are licensed.
The usual way people open bars is to buy someone's existing license. The prices can range into the hundreds of thousands of dollars.
