Add some more water to your perlite. There may be too much airflow in your grow chamber. Too much air blowing around keeps the humidity level down and can dry out the top layer of your casing (or the outside of your cakes, if you're using the cake method.) Adjust the air pump so it's on only a few hours a day (you may need to get a timer for this) and lightly mist your cakes/casing with a small spray bottle each day.
