i forget where i saw it, but you can just fold the top a few times and tape it down with some good waterproof tape. i have also seen people use twisty ties.

you don't need an impulse sealer to get the job done. i don't know why those are so expensive when a $20 euro-sealer available at freaking wal-mart does the same thing.

You could also light a candle and get a long, serrated knife.
fold the top of the bag over the knife, positioning the serrated edge tightly where you want the bag sealed, then simply run that edge along the flame quickly until it's sealed.
Thats my "oldskool spawn bag secure tek" hehe..
