railroad tracks

Are railroad tracks just that only when train wheels are using them to move in a specific moment, or are they still railroad tracks after the train passes by?
Or perhpase, are they not tracks even when the train is passing, and just a bunch of metal, and the train is using the convenience of their shape?

To me, the railroad tracks remain railroad tracks even when there is no train passing by, because they were built for the sole purpose of conveying trains. It's a road... made of rails... that form a track... for a train to travel on.

They are not naturally occurring. They were put there for the train to travel on.
