U.S. Prison Population Soars in 2003, '04
WASHINGTON - Growing at a rate of about 900 inmates each week between mid-2003 and mid-2004, the nation's prisons and jails held 2.1 million people, or one in every 138 U.S. residents, the government reported Sunday.

By last June 30, there were 48,000 more inmates, or 2.3 percent, more than the year before, according to the latest figures from the Bureau of Justice Statistics.


The total inmate population has hovered around 2 million for the past few years, reaching 2.1 million on June 30, 2002, and just below that mark a year later.


While the crime rate has fallen over the past decade, the number of people in prison and jail is outpacing the number of inmates released, said the report's co-author, Paige Harrison. For example, the number of admissions to federal prisons in 2004 exceeded releases by more than 8,000, the study found.


Harrison said the increase can be attributed largely to get-tough policies enacted in the 1980s and 1990s. Among them are mandatory drug sentences, "three-strikes-and-you're-out" laws for repeat offenders, and "truth-in-sentencing" laws that restrict early releases.


"As a whole most of these policies remain in place," she said. "These policies were a reaction to the rise in crime in the '80s and early 90s."


Added Malcolm Young, executive director of the Sentencing Project, which promotes alternatives to prison: "We're working under the burden of laws and practices that have developed over 30 years that have focused on punishment and prison as our primary response to crime."


He said many of those incarcerated are not serious or violent offenders, but are low-level drug offenders. Young said one way to help lower the number is to introduce drug treatment programs that offer effective ways of changing behavior and to provide appropriate assistance for the mentally ill.


According to the Justice Policy Institute, which advocates a more lenient system of punishment, the United States has a higher rate of incarceration than any other country, followed by Britain, China, France, Japan and Nigeria.


There were 726 inmates for every 100,000 U.S. residents by June 30, 2004, compared with 716 a year earlier, according to the report by the Justice Department agency. In 2004, one in every 138 U.S. residents was in prison or jail; the previous year it was one in every 140.


In 2004, 61 percent of prison and jail inmates were of racial or ethnic minorities, the government said. An estimated 12.6 percent of all black men in their late 20s were in jails or prisons, as were 3.6 percent of Hispanic men and 1.7 percent of white men in that age group, the report said.


Other findings include:


_State prisons held about 2,500 youths under 18 in 2004. That compares with a peak, in 1995, of about 5,300. Local jails held about 7,000 youths, down from 7,800 in 1995.


_In the year ending last June 30, 13 states reported an increase of at least 5 percent in the federal system, led by Minnesota, at about 13 percent; Montana at 10.5 percent; Arkansas at 9 percent.


Among the 12 states that reported a decline in the inmate population were Alabama, 7 percent; Connecticut, 2.5 percent; and Ohio, 2 percent.

thats already equal to the population of chicago..and exceeds the populations of the states of AL..DE..HI..ID..ME..MN..NE..ND..RI..SD..VT..WV..and dick cheneys' home state of WY (source)...the sensenbrenner act (HR-1528) will soon become law..and will federalize the vast bulk of petty drug offenses..assuming a drug use rate of 7% (dea)...that means that up to 21 million more will be ensnared...and when combined with other mandatory sentances (PATRIOT II..etc)..the federal inmate population will equal the entire population of CA...at $22000/yr/inmate..that amounts to $770000 million/yr.. %0.75 of the US GDP.. or 15% of economic growth at 4%/yr...if your thinking about assassination..then i would highly recommend sensenbrenner...

Well then, I guess it didn't soar for half of 2003 then did it.  By the way, an increase of 2.3% is soaring like an ostrich soars, even without positing an overall population increase.

This really must have been written by one of those backwards people.  How about this for a concept, "The crime rate has fallen because there are more criminals in jail," Harrison Paige said.

And a rather effective one at that.  I'd also like to point out that the increase in inmate population is being put out there without any adjustment for overall population increase.

Asshole still doesn't get that we should just let those who can't handle their drugs die off and leave those of us who can the fuck alone.  Mandatory treatment might just make you pine for the good old days of Turkish prison.

Now we get a real picture of this "skyrocketing" number. 726 is 1.4% more than 716.  140 is 1.4% more than 138.  This isn't even soaring as an ostrich soars.  More like, oh, a bowling ball or an anvil.

Right.  Let the violent douchbags run free.  Sure, let's stop putting people in jail for destroying themselves.  But let's put the thieves and thugs in for longer.  I have no sympathy for scum.  As far as race goes, how come the Hispanics are so much less likely to be incarcerated than blacks?  It sure isn't that they are richer.

The US has 5% of the world's population, and 25% of the worlds prison population...that's fucked up. "Right. Let the violent douchbags run free." these violent douchebags are running free because they are beinglet put to make more room for non-violent offenders. Look at the new mandatory minium bill...people will get more time for selling a nick bag to a minor then they will for raping someone. Obviously we need to keep violent offenders off the streets, but victimless crimes such as drug use/sales and prostituion are none of the governments business.

For the math impaired 746 out of 100,000 is less than 1%.  If you had a bowl of peas and one fell on the floor would that be a significant portion?

And yeah, in order to be free from fear and able to go about your daily business a certain amount of scum must be removed.  Or would you rather have to protect yourself from thieves, murderers, rapists and other sociopaths?

Anyone who has read my posts knows I have no use for drug laws but I am quite willing to put violent criminals away for much longer than they currently go.  If I ran the show there would be nobody in jail for drugs and massively more severe penalties for violent acts.  The prison population would probably not go down.

I really like the soaring like an anvil metaphor.

Well since a large portion of the prison population IS THERE FOR DRUG CRIMES....those are generally the ones I talk about when I criticise the prison system.

Obviously I'm not suggesting that we let violent offenders go free :smirk:

My objection is the ridiculous hyperbole of the whole thing.
1. China has fewer prisoners per capita because THEY KILL THIEVES
2. 2.1 mil in 2002, 2.0 in 2003, 2.1 mil in 2004. From 2003 to 2004 it soared (like an anvil). From 2002 to 2003 it must have plummeted (like a feather). Feh, alarmist, distorted bullshit. TODAY, ON GOOD MORNING AMERICA, ARE APPLES SAFE TO EAT? GMA HAS THE INSIDE STORY! Remember alar?
3. Less than 1% of the population is incarcerated. Not a significant portion in my book.
It's just tiresome to have to point this shit out to people who should be smart enough to know better. Read the articles, and warily, not just the headlines. Usually, they refute themselves.
