Where does the idea of a right to complain come from? Of course anyone can complain but the question is, what good comes from complaining? Now, seeking help can be useful but complaining because you feel bad for yourself isn't going to benefit anyone!
In answer to your first question, I'd say it is a healthy, grounding practice to realize that the experience you are having is far more tolerable than the experience many others are having.
Like perhaps you are walking down the street wallowing in self-pity and enteratining the notion that your life is so terrible, when suddenly from around the corner, a man who is not so much a man as he is a lump of flesh cruises past you in his electric wheelchair. Do you think that in this situation you are not going to be inspired to stop feeding your own self-pity?
Yes, it is healthy to say "When you are feeling bad, realize that alot of people have it alot worse!", not because you're not allowed to feel sorrow, but because it benefits you and everyone else when you make an effort to modulate your attitude. Yes, you have control over the way you feel and react to situations, despite whatever victim-line is fed to you by your doctor or your own shadow about WHATEVER it is you are experiencing. Sorry for the rant, i just think it's a point that should be made.
