Hmm, I suppose in theory you could, but I wouldn't recommend it because:
1. They might be confused with acid and someone might accidentally dose
2. You would ahve to evaporate the water, which would take some time
3. Heat damages the active chemicals
4. You would need 10-20 mg of the pure chemicals for a good dose, which would require about as many blotters, assuming that you know how to isolate and purify them.
and most importantly, 5. It'd just be a plain pain in the ass

A good solid psilocybin dose is around 10 milligrams...I believe a .25" blotter wont hold very much more than a few hundred UG's of chemical lets just round up to 300UG to give it the benefit of the doubt. So thats 10,000UG's for a good solid dose of psilocybin which means you would have to drop between 30 and 40 tabs of saturated blotter to absorb a necesary dose of psilcyibin...it could be done but its impractical. Not only to lay the blotter but even psilocybin extractions arent easy and IMO reap a benefit worth the time of work of conducting one.

No, psilocybine is not water soluable but psilocine is.

And you would need the chemical compoundss but it is hard to place 25 milligrams (mg) on a piece of blotter. LSD is in micrograms and psilocine/psilocybine is milligrams. not ug.
