moisture content too dry in whole grain rye

A foaf has had some Z cubes inoculated to rye/wbs grain jars for a week at 84 to 86F. Only 1 jar has any visible growth and it looks more like cobweb than proper mycelium growth.

He's already enlarged the holes to allow for more air exchange; this might be the problem (the previous ones were kinda tiny). I think it might be too litle moisture in the grains. However two jars were done with just wbs soaked for 30 hours and then pc'ed. and there is no growth in those either.

How dry can grain be and still support mycelium growth??? and is there a way to add moisture so that these spores will grow?
