Scatter seed on the surface of moist cacti earth. Use a humidity dome/tent for the first 3-4 weeks after germination. Get the seedlings gradually used to a drier climate... Water ever week and a half or so, then dont give any water (or perhaps once every 1.5 months) during winter to make them go dormant.
