HELP! Pressure cooker questions

Hey,
I've got a Presto pressure cooker. I bought it at a garage sale from an old lady.. she told me there was a new pressure regulator, and new seal. So I bought this huge fucker (it does 24, 1/2 pts at once) for 15$!!!! I'm COMPLETELY new with the pressure cooker stuff. This one has only 1 pressure regulator, and it's a 15LB... and a vent pipe that it goes over (on the lid), an Air Vent/Cover Lock, an overpressure plug (a black plastic looking plug on the lid).
So I followed the directions, and added 3 quarts of boiling water to the PC. Then attached the top and waited for steam to go out of the vent. Then it says to put the pressure regulator (which looks like a little weight with a black knob on the top) on top and the pressure will rise. The problem... it doesnt!! The steam comes out of the circle "overpressure plug" on the top... and that's it! Am I screwed?? Am I doing something wrong?? Please help!!

besides that, if it only escapes the security valve, make sure no jar or something is pressing aganist it from below.
besides that, let the pressure (heat) rise slow and see if the problem still remains. fast rpessure buildup also causes my cookers to go emergency mode whereas if i let it come up during 40 minutes its all good. peace ohm

Looks JUST like the one pictured in this link: http://www.pressurecooker-outlet.com/prestop23qtcan.htm except there is that little black plastic or rubber plug on the top opposite where the circular, metal overflow valve thing on the other side of the top.
Another thing is, i'm scared to turn up the stove heat too much. I've got a GE Electric range... #'s 1-10 on the dial. Which should I keep it on?? The directions that came with this thing suck! I'm just doing a dry run for now... wondering if this used PC is good or not.
HELP PLEAAASE!!!!

My presto does the same thing. When its still building up pressure, steam and bubbling water come out of the safety plug and sometimes out the edge of the seal. This is because it hasn't built up the pressure and sealed everything off yet. Your problem may be that you're too impatient and having 3qts of water in there will take a longer time to heat up. What you want to do is load your jars up and put in enough water to go about 1-1/2" up the side of the jars. Start up the heat, and it'll start sputtering like you're talking about. Just leave the heat on, and when it builds up enough pressure it'll seal everything off and you'll only have steam coming out of the pipe that they weight sits on. Once its up to pressure, turn down the heat where the weight is just barely rocking and letting out pressure. This is when you start your timer... GL bro

some may consider that this is a Newbie Answer. But you know that you dont have to have a PC to be sucessful. I Steam all my stuff and it works contam free. It may take longer but a steam bath canner works like a charm..its cheaper than a PC.. something to think about

Buddy, you're the only one that's telling me NOT to use a PC. I'm planning on doing grains or WBS. Everyone else says that the heat of steam cannot kill all of the contams contained in the grains / WBS. So I'd actually like to PC all this.

On a dry run... the pressure built!! But... wouldn't covering the jars 1 1/2 inches in water cook the mixture???? How would this work ... because when you steam.. the jars shouldn't touch the water.

Make sure you put a rag on the bottom of the inside of the PC, to help not dry out your jars bro(rag under jars). Fill the water half way up the jars. Try to crumble your foil to the lids, if not the water can bubbles up sometimes and can leek into your jars. They would get water logged. Hope that helps...

He is right to a point that it will wokr fine for alot of people. But it doesnt kill everything. You do really need a PC to guarentee its not going to conam. Although many a cube have come from just steamed jars.
