Problems with Koh Samui Super Strain

My buddy is trying this strain and is experiencing growth, however everything is the mushrooms are growing very slowly and are a lot smaller than I've seen other stains. (mushrooms are 1 week from pins and less than 2 inches tall and 1/8th inch wide).
What could be the problem? Temps at 80, and humidy seems ample (using perlite and everything is fogged).

Typically substrate content and depth are the biggest factors to determine big/small shrooms. What is your substrate, and how deep is it?

He's using WBS and rice cakes. It was cased with 50/50 verm and peatmoss. The cakes were put on about an inch over the casing and covered. The tops were left uncovered.

I should also add that the cakes/pans were immediated exposed to light for a faster harvest.

Could it be that there was too much casing to cake ratio and instead of expelling (large) mushrooms the substrate is more interested in colonizing the substrate?
