some simple answers..

i think dunking the logs is for fruiting them, not inoculating
you want to cut logs in the beggining of the spring, you want fresh logs really, ages 2-3weeks.. the 2-3weeks of aging time is neccessary for natural anti-fungals in the tree to disapate. anything older then that and it starts to have high chance of contaminating. you want to make sure the bark on your logs stays relatively free of cracks, as the bark is what will protect the mycelium and allow the mushrooms to fruit.

there are a bunch of mathemetical calculations... sorry dont have a link.. "growing shitake in a continental climate" is a great book with lots of info on log cultivation..

you can tell if your logs are no good if they start showing any signs of other mycelial growth.. commonly whitish blotches or stranges at the ends where they are cut are some of the first signs..

dunking is for adding moisture to the log for more flushes but it wouldnt hurt to help out colonization. I just knocked upa log with shiitake today. What the hell is sra?
