could one freeze substrates or any substance to sterilze it?

Absolutely not..contaminates simply go into a state of hibernation. So while it can't contam while its still frozen, it definitely can after it is thawed out...

hell no, even worse than that, the freezer is usually loaded with mold and other contams.

I used to make an extra step after PC the jars wich is putting jars imediatly inside the freezer, it's not the cold itself that kills contams, it's the temperature diferential(extreme hot -> extreme cold). It works if you have at least a -40?C freezer,also placing hot stuff in the freezer ruins it, so it's your call.
