TiT/aquarium heater question

My friend's got a TiT set up at his place.. well, I went over there yesterday and nearly smacked him when I discovered that the water was cold! I picked the top tub up and discovered why - the suction cups holding the aquarium heater on the bottom of the bottom tub had lost their grip and the heater was floating in the water!

Has anyone else had this problem? If so, how did you solve it? I'm about ready to super glue the cups (and his head) to that bottom tub.

Sealant/glue the suction cups to bottom.

Mine comes undone and floats all the time, but as long as you fill up the lower tub with enough water to completely fill the gap between the bottoms of the two tubs and go up the side a little bit it shouldn't really be a problem. The rubbermaids should be able to hang with much more than a 100 degrees of heat anyway and the little plastice clip parts of the suction cup thing that snaps on (if you're using one) should keep the heater from coming in direct contact with the rubbermaid anyway.
