submersible fishtank heater question

Ok well I got a submersible water heater finally with a thermometer and everything. I read some of the articles here and I'm not sure if it will be safe or not to just put it in the tank and leave it as is. Will I need something to weigh it down and keep it from melting my tank? Is the problem just in melting the top tank or the bottom one with all the water in it? Because the way I have it set up it will never be able to touch the top tank.

Would it work to just rubber band a sock with some rocks in it on this thing? Because that's about the most luxurious thing I can do for it at the minute. Or is it not necessary at all?

As long as it remains fully submerged (the water level doesnt drop below the bottom of the top tub), it wont be an issue.

Get a paper cup and put some water in it. Try and burn a hole through the bottom with your lighter. Wont burn..
