i am wondering is there a way to restrict certain bandwidth to different computer on a network. well i guess more than restrict to give a certain computer priority over all the others.

It's possible with Microsoft ISA Server, some routers and I'm almost positive by using a Linux box as a router with IPTables.

A quick search revealed this link. After taking a cursory look it appears to detail how to accomplish what you want.
