do i really need a pressure cooked to make cakes with bird seeds? cant i just boil the jars for like 3 hours?

for seed, yes you need a pc.

why? boiling water only attains a temp of 212 F. which is good enuf for the nasties that may be in a pf cake. but cooking something under pressure makes it possible for the temperature to be higher than under normal conditions; specifically pc'ing at 15psi means the temperature is at 250 F. the magic temperature at which you can kill the real enemies of grain/seed jars- namely molds, bacterias... botulism! yech. and those nasties are in the seed... waiting to be born :)

so no, a waterbath at a longer time would not be sufficient for seed. the water in a regular pot will not reach a high enuf temp, even at a longer time, to successfully rid yourself of the yuckies. but! ebay is a great place to get pressure cookers/canners, if you dont have many yard sales/thrift stores in your area that have that kinda thing (i didnt). gluck...

a microwave isn't going to get water any hotter than a stove would if that's what you're asking. as for the 'micro-waves' themselves (very technical indeed) killing stuff, i don't think so
