Would the tub in tub stay at optimal temp even if the surrounding temps are like at 25 - 30 degrees??

You might need to add some insulation i.e. cover the tub with a blanket or towel.

If the heater is powerful enough to keep the temperature and the tubs are isolated well, then yes.
