Root Eating Pest

Quick question, I can give more details if needed.

For the past few weeks I've had gnats or flies that eat seedling roots. They sit on the surface of the soil. They will not eat the stem part that has been sprayed with neem, they go just below the topsoil and gnaw on the taproot, rarely severing it, but keeping it so tiny that the plant never grows. I've tried watering with neem and peroxide to no avail...please help!

It could be soil gnats.Their larvae tend to eat the roots to plants.They are drawn to soil that is moist a lot of the time.

Top dress your soil with coarse sand to break the life cycle of fungus gnats (sciara flies).
