If i were to buy a 14in cutting off ebay would i be able to make the tea from this or am i missing something?

It depends. If it's a skinny cutting, you probably will be wasting your time eating it and should just grow it. If it's a fat 14" then you will be fine. By fat I mean over 3" wide. I've seen them 2" wide.
