I recently purchased a pressure cooker for eight bucks from the local thrift shop, its an OLD presto, i think only 6 quarts, but anyway it didnt have a pressure regulator with it. Is it necessary to use a pressure regulator(i think it is but im not sure)? Where can i get one for an old model?

They will have a few types. MAKE SURE that you get the type of regulator your PC requires. Here's why:
If you look at the reg when you get it, you'll notice it is machined to sit on your pressure outlet. If you get a reg with variable pressures, you'll notice that the machining varies between pressures and that is how the pressure is regulated. Something as simple as a hole 2mm smaller on the reg will raise the pressure by 10psi.
So if you get the wrong reg, THEORETICALLY it is possible that it won't fit your PC, and dead weight will sit on your PC outlet and raise the pressure to dangerous levels. I've never seen a modern PC w/o a safety blow-off plug, but I wouldn't bet my safety on that plug.
Consider how much energy is inside a PC at 15psi. If you have a 12" diameter PC, the lid has a surface area (pi*r^2) of 113 square inches. With 15 pounds per square inch, that means your cover will have 1696 pounds of pressure on it.
Unless you fancy the idea of a 1 ton bomb going off in your kitchen, ensure you have the right regulator.

Oh yeah and there is no such thing as a 'stupid pc question' because you're dealing with safety here. No such thing as a stupid safety question. Good on you for asking.
At least bring the lid into the store with you, or the whole thing if your model number is on the bottom or something.
Good luck!
