Just be resourceful and look for things around the house to use. When I was using air pumps, at one point I had to build a foam lined box for the same reason.
Try to pick up foam, packaging material, anything that catches your eye, and make a custom housing for the pump to get the noise down. It can be done pretty easily.

Maybe mounting inside a small plastic box, using large rubber bands to suspend the pump away from the box walls. If that is still too loud, some sort of padding on the outside of the box would help a lot.

i think arch stanton has the right idea. styrofoam holds alot of stagnant particles in it. i bet plenty of them could be contams.

Dude look into peltier(s). Fucking proud is the person who makes is work. Haha, I overclocked (2) celeron 3oo's to 540 each with a simple peltier + heatsink + cpu fan combo. Those little fans are no noise at all. It's the case fan's that hurt you.
On the case just install a high quality fan - pay a few extra bux and you will be happy.
For the pump; place your pump inside a small Rubbermaid or something. Drill holes for tubes, bead with silicone household glue.
Place setup into Styrofoam container drill holes in Styrofoam walls for tubes/power-cord. Fill gaps with Styrofoam popcorn/packing pieces
Nailed it.

Or maybe no packing pieces?

Pollyfil is sometimes used to absorb sound from drums and speakerboxes. Maybe try finding some sort of plastic tupaware container just larger than the pump, drill holes for tubes and stuff it with pollyfil.
-------------------- As I held the dark syringe close to my ear I heard a small voice, "If you build it, they will grow." With a quick jab at each jar, I injected two cc's in each. Soon enough, I was chomping on the sexiest handfull of nipples I had ever seen. A tear ran down my face. I could feel their warm touch soothing my soul. It was so beautiful that all I knew to do was cry out with laughter. All the love I had shown them was returned with the most concentrated and potent form of love known to man. great sex

Or, if ya have another room? or a quieter pump. I have a 20 gallon pump and its pretty quiet. If you are worried about it rattling. Put a wash cloth folded up under it.

Put it in a box surounded with polyfil. Both filters air comming in and deadens sound.

The hum comes from the magnet being off balance. There are more expensive pumps that are balanced and electronically tuned. You will have to search for "Quietest fishtank pump" on google. You can also ask the pet store people.
You realy only need the smallest pump for a single PMP, and that is actually 10x more then you need.
To quiet the bubbler stones/wands, unhook them from the pump, and suck in some water and blow it out, do that about 5 to 10 times. You will now get tiny bubbles instead of large popping bubbles.
You should be thankfull, these pumps were once 4X louder about ten years ago! Easily making vibrators sound quiet.
The pump should be resting on soft surface. I found that the thick shelving covers made of a foamy latex rubber work great. Thick weather stripping foam works well also (The softest stuff, not rigid foam.)
You can also make a foamular cube to put your pump in. A mini styrofoam cooler will work also. But, if you pump can be heard through your walls and door, then a little 1" cooler won't help much. I reccomend 2" foamular (Pink polly rigid insulation.)
If you put the pump into another plastic container, you will only amplify the sound into another frequency, it will act like a band-pass speaker box.
Same if you rest the pump on a hard surface, it will echo louder...

"Then I took an old box to my Western Digital harddrive, filled it with foam chips, an stuck the pump inside then covered it with more foam chips an placed it atop the cloth."
Watch for overheating
"could I just slap on one of those light dimmers on the power cord an use that to lower the power"
I dont see why not
"check the humidity without actually shelling 30 bucks for a digital hygrometer? "
Not really. You can get good analogs. No need to worry much though with a PMP..humidity will be fine. Pump is more for air exchange. Just make sure the bubbles are still bubbling.
