Do you soak or cook the birdseed, b4 put in jar?

i was confused on ryche hawk's tek. He mentioned something about the "steamed" seed, before it went in to the jar.

bring the water to a slight boil and keep the seed n that for an hour and remember to stir. after an hour turn the heat off and let them sit for an hour. this allows them to absorb more water.

Thanks. I looked up the word "steep" and it said to soak, or to soak in a fertilizer(mineral water, in this case). Didn't see anything about heating.
