Quart jars not active

I am using 3 quart sized jars with 2 piece lids, the lids have one needle sized hole on top coverd with tape.
I inoculated them about 16 days ago and they are only one fourth the way colinized. and in the past 5 days they have not seemed to grow. Can any one tell me whats wrong, and whats the usual time it takes to colinize.
Also those filter disks that were advirtised on here, can you presure cook with them on?

3 quart jars are pretty big, the bigger the jar the longer it takes to fully colonize. Using 1 pt. size jars it takes me at least until day 30 from when I innoculate them until I birth-them (sometimes a couple go hyper and they're ready by 15-20); using brf/verm cakes w/ pf spores. And I do use a filter-top (although not the ones advert'd here, my own clandestine version -- vent air-filters from a dept/home store) which seems to help, and I sterile with those on the jars {as I would assume you could do with the filter tops advertised here.}
How much innoculate you use is important too. You definatley should use more innoculate for the bigger cakes.
peace out! patience is where it's at -- fortunately or unfortunately, I'm not sure.

ok, so I'm an idiot -- you meant the quantity 3, 1 quart jars ok. (i had thought you mean a 3 quart jar, didn't think that sounded standard :P or am I off? pffft.)
that's the size I use to. by day 16 you definately should see some action. but... be patient they do take a while.

loosen the lids a bit. they are starving for some oxygen. you can also shake the jars if you have room to redistribute the growing mycelium to uncolonised parts. also, watch your heat source, you can dry out your substrate sometimes and that will stop colonization. I use qt jars with rye filled to the top with a 1/2" of verm for a filter, innoc with 4cc's (1 cc per corner, let it run down to the bottom) and they are done in 18-21 days everytime, without shaking, the lids lossened a bit and just the needle hole through the tape for extra air. (leave tinfoil on of course).
