How can I go about rejuvenating a tray I believe has overlay. Could I just ruff up the surface, reapply another layer of casing, and take it out of the fruiting terrarium and incubate again?

This is what I just did with a verm/manure casing. Scraped off the loose casing then turned it upside down so I have a strong white mycelium cake on top then I "deep scratched or roughed it up alittle" as you say and re-cased with verm/peat. Ive had the best results with peat moss shoulda stuck with it. Other than alittle cobweb which I hit with straight 3% H2O2 everything looks OK the mycelium is just starting to poke through here and there. Wish me luck Ive been fuckin with these casings for a month now and am racing against time.
