Seriously man, what's the difference whether Bush or whether one of his cabinet member says the information? Whether it's a president or a vice-president of a company that says a rival company is putting cyanide in their product when they really aren't, it reflects on the company, as they are the ones leading it. As Rumsfeld was personally chosen by Bush to be part of his cabinet and to help him with his affairs, Rumsfeld saying that Iraq is an imminent danger is the same as Bush saying Iraq is an imminent danger.

And just to point out the obvious, you will note that in the supplied quote even Rumsfeld doesn't say the threat is imminent.
