Water in Dormancy?

I have my Pete's in for the winter and they are doing fine, buy they are getting a little soft. Should I give a little water to plump them up or will it cause root rot?

I refuse to water during the winter because I keep my cacti outside in full sun all summer. If you water them during the winter they will try to grow in the limited lighting conditions and growth will be very thin and it doesn't fix it's self once it's in normal lighting.

Here's a pic of my cactus before it cut it down, you can see where it stretched trying to get more light when I was watering during winter:

I made the mistake of watering my cacti (Lophophora W.) during this winter, and they have all developed growth marks (some are pretty bad). I waited like 20-25 days between watering, that was a stupid mistake. I'm going to wait till probably April and water them again. Then the next time I water them I can stick them outside.
