ok smarty pants, terrorists mean more than one person and a rouge state means a country. It's like wondering what the diference is between a dozen eggs and a motorcycle.

My understanding of a rougue state is more like Iraq, Afganastan and any other country lacking a stable government detatched from the global market and sponsor terroism. The definition of a rogue state is as follows:
n : a Third World state that possesses weapons of mass destruction and sponsors terrorism [syn: renegade state, rogue nation]
i'm pretty close.
I prefer my Harley over-medium.

So the only part of your definition which removes the USA from being a "rogue state" is the "a Third World state" phrase?
Why can only third-world states be considered a "rogue" state?
