In April 2003, the Bush Administration got a publicity boost with their global terrorism report, which showed acts of terror at their lowest level in 30 years. Source
Less than two months later, Americans got the now-common ?oops?. Turns out the report was wrong and that major attacks of terrorism was actually at a 21-year high. Source
So when the Deputy Secretary of State used the first set of numbers to claim ?clear evidence that we are prevailing in the fight,? do the new numbers indicate the opposite? Whatever they mean, they yet again (yes, this is getting old) got it wrong.
