Keep them on a moist chux rag in a plastic container and sit it on top of your computer.

I have never gone wrong with this method.

I've never tried germing in paper towels with fear of drowning or damaging on transplant, but like most things with cannabis growth I assume germing time could be strain related. Things such as the ammount of moisture and temperature might play a factor.
Also the viability of the seeds would be dependant on maturity I imagine, so if the buds weren't meant to be pollinised and picked before full maturity or they were dried\cured\stored in a manner which could inhibit viablity then you might not get any sprouts.

I got 10\10 with my last germination, which was done with 2 or 3 seeds per punnet in normal potting mix, and watered by misting. They were moved outside onto the deck a few days after sprouting, and I find that I prefer germing into punnets because transplating can be done when they can handle the shock a bit more... but I grow outdoors.

Read some grow guides... I remember reading that there was a way of telling whether the seeds were viable or not, something about a frying pan...

This is a good fear.  There's little tiny hairs that grow out of that first sprout, and they grow into the paper towel and are ripped off when you remove it.  Sets the plant back a little.  Usually not enough to notice, but I try to stress as little as possible  :sun:
