Multiple Staw Bin Incubation

A friend of mine has 3-18G tubs that he spawns straw in. These are kept in a rather cool environment. He was wondering if anybody had any suggestions on how to incubate all of his tubs without multiple TiT setups. He had two ideas himself, including:
1. Making a reservoir full of water with heater and pump that circulates the water throughout the other tubs connected via 1/2' tubing, the last outlet returning to the reservoir or,
2. Purchase one of those 2'x4'x4" grow trays, typically used in hydroponic gardening with the heater submerged. (Main problem foreseen with this is the 4" limitation on height, would 3" or 3 1/2" of water on the tubs be enough to sustain the proper temps)
Any suggestions or advice would be appreciated.

look at azurescens setup pics. with a pump and a heater you might as well just use a oil heater like he/she's got

Thanks for the suggestion, and yes that setup looks as though it would work well. Although in my friends situation the space is a large, cool, unframed basement so a heater would not really be economical.

Pipe heater wire, Just stuff it inside a copper tube, with some yellow insulation inside. (Must touch metal or it will over-heat/burn-out.) Then pack the ends with caulking.
Stay away from the NEW wires that have a built in thermostat that only turns on when it is freezing. (You can bypass that.)
Instant ecconomic heat bombs... (Pick based on size... 20Gal = 12W, 40Gal = 24w, 60Gal = 36w...)
Personally, any 10w-20w fishtank heater would work...
You can also try looking for 10w-20w coffee mug warmers, but they need to heat a metal plate under the chamber, not be inside. They are not water proof!
Worst comes to worst... pan out for a large electric blanket, and cover that with two cheap comforters... (ONLY IF IT IS REGULATED WITH A THERMOSTAT!) Otherwise, if run unregulated, it can catch fire.
Personally, I would invest in styrofoam coolers. If you can find them this time of year! Heck, buy some styrofoam from home-depot, they sell it in sheets under the brand name, "Polar". Tape five sheets together, (One cut in half), and you have a giant styrofoam cooler/incubator.
