Terrorist /Torture: You Define

What do you feel should be the definition of a terrorist for the purposes of prosecution? What governing body should be responsible for trying people on the charge of being a terrorist? Local, federal, international?
How do you feel torture should be defined? Narrow definition?(citing methods. e.g. - breaking bones, burning flesh, etc.) Broad definition?(Anything that inflicts severe pain whether physical or emotional.) From United Nations Convention Against Torture(UNCAT)... "Any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession, punishing him for an act he or a third person has committed or is suspected of having committed, or intimidating or coercing him or a third person, or for any reason based on discrimination of any kind, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity. It does not include pain or suffering arising only from, inherent in or incidental to lawful sanctions."

If it is something that you wouldn't do to your loved ones, then it is probably torture.

Why have a "terrorism" charge? Why not just charge people for the amount of death/destruction their terrorist actions caused?
Torture should be specific actions, I think, to reduce confusion.

Perhaps specific results would be better. I can think of a zillion ways to cause unbearable pain, but they all result in unbearable pain.

What if my terrorism is just that, terrorism without any actual death or destruction?

Umm...what is terrorism if it doesn't cause death or destruction? Surely the only component of terrorism that's left is the ideology, which shouldn't be legislated against.

Umm...what is terrorism if it doesn't cause death or destruction? Would you consider causing fear to the masses terrorism?

That definition doesn't cover torturing someone in order to extract information to prevent an attack, right?
