some questions

i was hoping to use quart jars with some finch but i just read that my pressure cooker isnt supposed to be filled 2/3 full and the quart jars would be about half an inch from the top. does anyone know if this will still work, or should i follow the instructions? i think the only reason they say not to do that is because the pressure will be too strong, but these jars would leave alot of room open for pressure. i was also wondering if you can do 1 pint jars the same way youd do quart jars? if so what is the difference? (is it easier to get contaminated, does it colonize quicker, etc...?)

Why would you be filling a pressure cooker with that much water?? Isnt it the heat of the pressurized steam that sterilises??
