Tennessee targets dealers, users with new levy
Come the new year, the tax man is coming after drug dealers in Tennessee.
Drug peddlers will be required to pay state excise taxes on illegal substances ? from marijuana to moonshine, from cocaine to the often illegally obtained prescription painkiller OxyContin ? under a new law that goes into effect Saturday.
A 10-person tax agency has been created at a one-time cost of $1.2 million to assess the taxes and collect them. The annual cost to enforce the drug tax will be $800,000, said Elizabeth Fitzgerald, spokeswoman for the state Revenue Department.
The tax, however, is expected to more than cover the costs. One estimate by the law's sponsor, Sen. Randy McNally, R-Oak Ridge, projects collecting $3.6 million in one year.

How can you tax a grey economy, when the whole reason its grey, is because it stays OUT of the bounds of the law and normal economy?

it's pretty fucked up as basically it targets users, as major drug "criminals" assets are already siezable so there's no reason to institute a tax (aside for the 1.2mil and 800k a year to pay the ten people, i mean the program) it could be a good thing though as well. if they start selling tax stamps of course no one is going to volunteer to pay the tax but if they were given incentive i.e. buy a stamp and you are no longer in violation of the law if you are in possesion of said drug they would. that way the gov could save money from not having to house these people if they're caught AND the money they collect from the tax. to not do this with drugs (at least marijuana) is incredibly stupid and the main reason it's not like that is because the government will never admit what BS they did to demonize a harmless plant they knew nothing about at the time.

Here's how tax programs like that work:
They sell tax stamps for all of those illegal substances. For every certain amount that you possess or sell, you are supposed to send in a certain amount of money to the "drug tax" agency. If you don't and you are caught, you will get hit with back taxes for all of the drugs that they can prove you sold or possessed. The state knows that nobody is going to voluntarily pay taxes on illegal substances. It is a way to bankrupt people and seize lots of property from small time users and dealers who end up getting caught, as big time dealers are going to have everything they own taken from them anyway. It's just another way for the state to make money.

It sounds a lot like the marijuana tax act. Basically, it was illegal to poses unless you paid a tax and got stamps, but in order to get stamps you had to prove that you are in position of the weed. It's a catch 22.

You basically just have to show up and tell them how much you have in your possession, where it is, etc. There is no law protecting you from them following you from the govt building you purchase them in. I have no idea how to go about getting them as collector's items with this in mind.
just some figures I remember...
$50/g tax for cocaine $3.50/g tax for marijuana each over 42.5g and moonshine was the only other specifically listed
